Disaster preparedness is an idea whose time has come. But first, the hard facts.
The recent weather events of the Philippines are evidence that climate change is here, and that the Philippines is most vulnerable yet least prepared. Extreme, intense, and more frequent weather events are causing damage to our country's resources, economy, food and water supplies, and to our population's well being.
Typhoons Ondoy and Pepeng in 2009 and then the devastating drought brought about by El Nino in 2010 speak for themselves. Soon after, La Nina brought heavy rains in the Philippines' eastern seaboard. As of January 18, 2011, floods have affected at least 1.5 million people in 25 provinces, and have caused the death of 51 people from flooding and landslides.
And now after a massive earthquake and tsunami hit Japan, the Philippines is on edge anticipating movement of our country's active fault lines. The Japan International Cooperation Agency's (JICA) 2004 study revealed that Metro Manila would crumble if a 7.2-magnitude earthquake struck. The said study also made clear our country's limited capacity to respond to such a disaster.
Questions now arise: how prepared are we? What steps are we taking to anticipate the next disaster? When it comes to scenarios of extreme weather events and earthquakes, the best action each one can take is to be prepared.
